The Ombudsman investigated a closed meeting held by the London Transit Commission on February 28, 2024 where it discussed whether to receive training from the City of London’s integrity commissioner. The Ombudsman found that the Commission’s closed meeting discussion fit within the cited open meeting exception for personal matters about an identifiable individual because it included commentary about the personal conduct of Commissioners that could not be parsed from the rest of the closed meeting. However, the Ombudsman found that the Commission contravened the Municipal Act, 2001 because it failed to have a procedure by-law in place at the time of the closed meeting, and failed to include the general subject matter to be discussed in its resolution to enter closed session.
