The Ombudsman found that council for the City of Timmins did not violate the Municipal Act, 2001 when it held a closed meeting on June 17, 2013 to consider a complaint against a resident with respect to allegations of a zoning by-law infraction, as the information discussed fell within the "personal matters about an identifiable individual" exception to the open meeting requirements. However, Council's resolution to proceed in camera did not accurately capture the nature of the closed meeting and the minutes did not reflect all substantive discussions that took place in the meeting.
